Official description of the call

Article 1. Object and regulatory bases. 1.- The purpose of these rules is to regulate the procedure under a direct concession regime, for reasons of social interest, in accordance with article 22, point 2 section c) of the General Subsidy Law, and article 26 and following of the General Subsidy Ordinance of Picassent, of financial aid in cash, of a subsidy nature, aimed at natural persons residing in Picassent who have suffered the loss of the use of their habitual residence, as a consequence of the damage caused to their home. due to the rain and wind storm produced by DANA that began in the Valencian Community on October 29, 2024 (hereinafter, the storm). 2.- The aid granted will have the character of a subsidy, and will be governed in everything that is not provided for in these bases, by the Picassent Municipal Subsidies Ordinance (BOPV nº77 of 04/26/2021), Law 38/2003, of November 17, general of Subsidies and its Regulations, approved by Royal Decree 887/2006, of July 21, and other related legislation. 3.- Aid will be granted to all applicants who meet the requirements established in this call. However, if the available budgetary credit is not enough to cover all the requested aid that meets the requirements, the aid will be granted following the strict order of initiation of the application file, until the credit is exhausted. Article 2. Budget allocation. 1.-Aid awards will have as a global limit the total amount of €30,000.00 according to the following limiting distribution by budgetary annuities: Budget Item Name Project Maximum amount 2024 800 23101 4800000 PROG. (PAG.METALIC) €30,000.00 2.-The City Council may authorize an additional amount, as well as modify the budgetary annuities, through the appropriate budget modification and the incorporation into the file, of a certificate of existence of sufficient credit by the Municipal Intervention. In the event of an increase in the maximum global amount or modification of budgetary annuities, the granting body must publish in the BOPV the declaration of available credits prior to the granting resolution in the same media as the call, without such publicity implying the opening of the deadline to submit new applications or the start of a new calculation of the deadline to resolve. Article 3. Individual amount of financial aid, compatibility and distribution criteria. 1.-The single amount will be €3,000.00 per affected family unit and home. 2.-For the purposes of the provisions of this article, a cohabitation unit will be considered to be the unit formed by the group of people who are residents in the same home prior to October 29, 2024. 3.- The aid is compatible with any other public or private aid for the same purpose. 4.- The amount of the subsidies granted, in no case may be of such an amount that, alone or in conjunction with other subsidies or aid from any of the Administrations or public or private entities, national or international, exceeds the amount of the subsidized expense. 5.- For these purposes, one of the obligations of the beneficiary is to notify the City Council of obtaining other subsidies, aid, income or resources that finance the subsidized expense, whether public or private. This communication must be made as soon as it is known and in any case at the time of the request. 6.- When the subsidized expense incurred is less than the amount of the aid, it will be reduced to the amount of the expense actually justified. 7.- Aid will be granted to all applicants who meet the requirements established in this call. However, if the available budgetary credit is not enough to cover all the requested aid that meets the requirements, the aid will be granted following the strict order of initiation of the application file, until the credit is exhausted. Article 4. Requirements of the beneficiaries. 1.- Natural persons effectively residing in Picassent may be beneficiaries of this aid, with resident persons being understood as those who are registered in the town, or hold a document that demonstrates the
