Official description of the call
First.- Beneficiaries Those applicants who meet the following requirements may obtain beneficiary status: Be a natural or legal person with tax domicile in the Autonomous Community of the Region of Murcia. Develop their main activity in the field of music, and to do so they must have the status of registered and registered, both at the time of the application and throughout the entire year, in one of the headings included in the range between 965.1 and 965.4 of the Tax on Economic Activities (IAE), as well as in the General Treasury of Social Security. In the case of natural persons who apply as applicants for this aid, they must have the status of de facto member of the groups that carry out the tour that is the object of aid, that is, participate in an effective and real manner in the concerts that are held. Each national tour request must have a minimum of four concerts in at least two autonomous regions other than the Region of Murcia. And each request for an international tour requires a minimum of one concert in a country other than Spain. All requirements must be met at the time of submission of the aid application, and their maintenance is mandatory during the execution and justification of this aid. The following applicants will not be able to attend and consequently obtain the status of beneficiary of this aid: Those who have the legal form of a cultural association, foundation or any other type of non-profit entity. Communities of property (C.B.), entities under income allocation regime (EAR) or temporary joint ventures (UTE). Natural or legal persons in whom any of the circumstances included in article 13 of Law 38/2003, of November 17, General Subsidies, apply. In the case of music promoters, the contractual relationship between the promoter and the artist/group must be reliably proven. Second.- Object, purpose and scope of application It is the object of this call to develop a plan for Live Music Tours in order to collaborate economically with music professionals in the Region of Murcia who are beneficiaries under a non-competitive competition regime, covering part of the expenses that, in terms of travel to the location of the concert, maintenance and accommodation, they assume when they tour outside the Region, whether nationally or internationally. For the purposes of this Resolution, the following are considered: a) Musical arts: those manifestations related to live music. b) Music professionals: natural or legal persons who carry out their main activity in the aforementioned field of music, with tax domicile in the Region of Murcia and who have the status of registered and registered, both at the time of the application and throughout the entire year, in any of the headings included in the range between 965.1 and 965.4 of the Tax on Economic Activities (IAE), as well as in the General Treasury of Social Security. Third.- Legal Regime The granting of financial aid will be governed by the provisions of this Resolution and, in matters not provided for therein, by Law 7/2005, of November 18, on Subsidies of the Autonomous Community of the Region of Murcia, Law 38/2003, of November 17, General of Subsidies and by Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, as well as the Order of May 27, 2016, of the Ministry of Culture and Spokesperson, which approves the regulatory bases for subsidies in matters of cultural promotion whose call and granting corresponds to the Institute of Cultural Industries and the Arts of the Region of Murcia (published in BORM no. 126 of June 1, 2016 and modified by the Order of October 7, 2019 published in BORM No. 247 of October 25, 2019). The aid subject to this Resolution is subject to the "de minimis" rule established in Regulation EU 2023/2831, of the European Commission, of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the Union to de minimis aid.
