From 12/30/2024 of the Ministry of the Environment, Universities, Research and Mar Menor that establishes the regulatory bases and call for subsidies for the adaptation of high voltage power lines to RD 1432/2008 [MRR C04.I02.P01]

Official description of the call

First. Beneficiaries The beneficiaries of this aid will be owners of high-voltage overhead power lines established in article 3.2 of Royal Decree 1432/2008, of August 29, which establishes measures for the protection of birdlife against collision and electrocution in high-voltage power lines and its modifications, whether private companies, families and non-profit institutions. Groups of natural or legal persons governed by private law, communities of property or any other type of economic unit or separate property that, although lacking legal personality, can carry out the actions subject to subsidy, and that are owners of high-voltage power lines established in article 3.2 of Royal Decree 1432/2008, may also access the status of beneficiary persons or entities. In this case, the execution commitments assumed by each member of the group must be stated, both in the subsidy application and in the resolution of the concession, as well as the investment amount to be applied by each of them, who will also have the status of beneficiary persons or entities. In any case, a representative or attorney-in-fact of the group must be appointed, with sufficient powers to fulfill the obligations that, as a beneficiary, correspond to the group, and said group may not be dissolved until the limitation period of the Administration's right to recognize or settle the reimbursement of the subsidy has elapsed. Electrical distribution companies that are owners of high-voltage power lines established in article 3.2 of Royal Decree 1432/2008 may be beneficiaries of the subsidies, provided that they are registered as such in the First Section of the Administrative Registry of Distributors, Marketers and Qualified Consumers, regulated in articles 182 to 187 of Royal Decree 1955/2000, of December 1, which regulates the activities of transportation, distribution, marketing, supply and authorization procedures for electrical energy installations. Companies that have the status of electrical distribution company (line 3) may only be beneficiaries in the event that once the subsidy is assigned to the rest of the beneficiaries of lines 1 and 2, there is still an unassigned available budget. Second. Object and purpose The purpose of the call is to compensate the costs derived from the adaptation of high-voltage overhead power lines established in article 3.2 of Royal Decree 1432/2008, of August 29, which establishes measures for the protection of birdlife against collision and electrocution on high-voltage power lines. The purpose of this aid is to reduce the mortality of birdlife due to electrocution by financing the adaptation of existing high-voltage overhead lines with bare conductors to the entry into force of Royal Decree 1432/2008, of August 29, located in the protection zones that appear in the Order of the Ministry of the Environment, Universities, Research and Mar Menor, which delimits the priority areas of reproduction, feeding, dispersion. and concentration of bird species classified as threatened and the publication of the existing protection zones in the Autonomous Community of the Region of Murcia is established in which measures will be applied to protect birdlife against collision and electrocution in high-voltage overhead power lines. Regulatory Bases The regulatory bases are included in Annex I of the Order of December 30, 2024 of the Ministry of the Environment, Universities, Research and Mar Menor, which establishes the regulatory bases and approves the call for subsidies for the financing of the adaptation of high voltage power lines to the requirements established by Royal Decree 1432/2008, of August 29, for natural or legal persons, within the framework of the Recovery, Transformation and Resilience Plan.
