Official description of the call
By Mayor's Resolution No. 2025-1118 dated April 14, 2025, by which the economic benefits of social emergency and development in matters of Social Welfare are called for the year 2025, through the competitive competition procedure. TEXT ANNOUNCEMENT OF THE CALL FOR THE FINANCIAL YEAR 2025, OF THE ECONOMIC BENEFITS OF SOCIAL EMERGENCY AND DEVELOPMENT In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General of Subsidies, the extract of the call is published, the full text of which can be consulted in the Base of National Subsidies data (www.infosubvenciones.es) and on the Oliva City Council website. FIRST.- Purpose of the call. Social Emergency Economic Benefits are extraordinary financial aid, intended to alleviate emergency situations of people, with independent households, affected by a state of need. This type of aid will be a requirement if you do not have sufficient income to cover the expenses derived from the emergency situation. SECOND.- Concession regime. The concession procedure is on a competitive basis. The frequency of granting recognition of the benefit will be monthly, coinciding with the proposed resolution made monthly by the Commission for the Assessment and Monitoring of Economic Benefits (approved by the Plenary Session of the City Council, in an ordinary session on December 22, 2021), provided that there are applications and files open in that period. (article 12 of the Regulatory Ordinance and Scale of Economic Benefits of Social Urgency and Development) THIRD.- Types of aid. They present, according to the municipal regulations of Oliva (article 6 of the Ordinance “Regulations and Scale of Social Emergency Economic Benefits”), the following typologies, to be determined, after studying each specific case, by the reference social work professional. They are finalist in nature, and must be used only for the purpose for which they have been granted. FOURTH.- Beneficiaries. According to the provisions of article 7 of the Ordinance “Regulations and Scale of Social Emergency Economic Benefits”, the following may be a beneficiary: • Be registered for a minimum of 6 months. This requirement may be waived upon consideration by the Technical Commission for the Assessment and Monitoring of Economic Benefits. • It will be a general access requirement not to have sufficient income to cover the expenses derived from the emergency situation, which will have to be proven by means of the documentation established for each case. • Be of legal age or legally emancipated minor. • Exceptionally, people registered in the municipality for less than six months may be beneficiaries, provided there are circumstances that justify it and it is reasoned by the Social Services Technician. • Not having public or private aid for the same purpose. • Exceed the minimum score of 11 points according to the attached scale, except for extraordinary actions and technical aids. • Expressly accept the commitments that the beneficiary establishes in this matter of insertion together with the basic primary care team. As well as the commitments acquired in the Social Intervention Plan (PPIS, PISEF...), also giving priority to the prevention of school absenteeism. • Foreigners who have the status of exiles, refugees, stateless persons or in an irregular situation will also be able to access these benefits, in accordance with current legislation, treaties and agreements on the matter, and failing that, with the principle of reciprocity. • Have the emergency and social development economic benefits (PEUSD) previously received duly justified. FIFTH.- Incompatibilities. They are incompatible with any other public benefit, right or economic perception or private income that may correspond to the beneficiary or another member of the household, for the same purpose. Specifically, it is regulated in article 22 of the Municipal Ordinance. SIXTH.- Amount of benefits and granting criteria. When calculating the amount of social emergency economic benefits, the score obtained on the scale in the Annex (published in BOP València no. 133, dated July 11, 2024) will be taken into account.
