REGULATORY RULES OF THE CALL FOR THE PUBLIC COMPETITION FOR THE GRANTING OF GRANTS FOR NON-PROFIT SOCIAL ENTITIES FOR SOCIAL PROJECTS YEAR 2025

Official description of the call

Purpose of the subsidy. The purpose of these rules is the regulation of the public call, by the Provincial Council of Ourense, for the processing and granting of subsidies, on a competitive basis, intended for non-profit associations and foundations to finance the implementation of projects whose purpose is to improve health, quality of life, social and health care, collaborate in the prevention and anticipation of situations of vulnerability and social inequalities, through the development of information, guidance, support or rehabilitation actions for people with situations of vulnerability, discrimination or social inequality in the province of Ourense by 2025. Beneficiaries. Legally constituted non-profit entities with legal personality may obtain a subsidy as beneficiaries for projects that are aimed at people residing in the province of Ourense. Beneficiary entities will be required to have their registered office, authorized activity center in the province of Ourense and/or continuous public service center with known opening hours and accessible for in-person service. For this purpose, the data of registered offices, or authorized center that is registered in the Registry of Entities providing social services of the Xunta, or, where appropriate, a day/residential care center in the province of Ourense, will be taken into account, as well as data confirming the existence of a center for continuous attention to the public with known hours and in-person attention. Applications: deadlines, place of submission and documentation: Applications must be submitted electronically, through the general registry of the Provincial Council of Ourense, signed electronically by the person representing them. The use of electronic means to submit the application will be mandatory, under the protection of that established in article 14.2 of Law 39/2015, of October 1, so no application that is formulated by other means will be accepted for processing. To submit the application, the standardized form that is accessible from the Ourense Provincial Council website must be used: http://www.depourense.gal The non-extendable submission period will be one (1) month, counting from the day following the publication of the extract of these bases. For these purposes, the last day of the deadline will be understood to be the day corresponding to the same ordinal day of publication. If the last day of the period had been a non-business day, it will be understood to have been extended to the first following business day and, if in the month of expiration there had been no day equivalent to the initial day of the calculation, it will be understood that the period expires on the last day of the month. Eligible expenses: Eligible expenses are considered to be those that, being included in the concepts included in article 29 of Law 9/2007 on subsidies of Galicia, are part of the development of the projects object of this call and that meet the following requirements: That have been incurred due to the implementation of the approved project/activity and are closely related to its content. That there is documentary evidence of its completion. In the case of presenting simplified invoices for this accreditation, they must contain, compulsorily, the recipient CIF must be the same as the beneficiary CIF of the subsidy. That they be carried out within the project execution period. For the purposes of justifying the expense, the execution period will be between January 1, 2025 and December 15, 2025. There must be consistency between the allocation percentage and the subsidized project. The following are expressly excluded from eligible expenses: Tickets, fuel refueling expenses, parking expenses and motorway tolls, without prejudice to the fact that such expenses are considered eligible when they are incorporated as compensation for reasons of service and are legally justified as such. Likewise excluded are the expenses and/or projects of advertising, information and dissemination campaigns about the entity or its objectives, general or specific, or those actions that can be provided from available and accessible standardized services.
