Official description of the call
The purpose of this call is the granting of financial aid in favor of cultural associations for cultural activities under a competitive competition regime by comparing the applications submitted on time, in order to establish a priority between them in accordance with the evaluation criteria previously established in this call. The award of the aid will be made to all those who meet the requirements for its granting, applying only the evaluation criteria to quantify, within the limit of the credit stated in this call, the amount of each of the subsidies. The following will be eligible for subsidies: 1. Activities, projects and programs of a cultural nature that are considered in accordance with the general municipal planning on culture, promoted by non-profit cultural Associations and Entities and whose registered office is located in the municipality of Tarazona. These activities will be between January 1 and November 30, 2025. 2. Investment expenses, which include the equipment and inventoried assets directly necessary for the development of the cultural activities of the associations. Eligible expenses are considered to be those that unquestionably respond to the nature of the subsidized activity, are strictly necessary and are carried out within the period established in the call. In no case may the acquisition cost of eligible expenses be higher than the market value The following will not be eligible for subsidies: a) Activities organized by associations that are concurrent with those programmed by the City Council, unless they represent a substantial and independent identity. b) Indirect taxes when they are susceptible to recovery or compensation and personal income taxes c) The ordinary operating expenses of the Association not directly related to cultural activity and its promotion (electricity, telephone, rent, website maintenance, etc.). d) Accommodation expenses e) Subsistence expenses, brotherhood meals, agapes, purchase of food or drinks, except if they are part of the subsidized activity or are directly related to the cultural activity itself The budget allocation destined to the call for subsidies in favor of Associations for cultural activities for the financial year 2025 amounts to twenty thousand euros, 16,600.-€ which will be executed from the budget application 3380/48002 of the Budget of the Tarazona City Council for the financial year 2025. Non-profit cultural associations and entities whose registered office is located in Tarazona, legally constituted and registered in the General Registry of Cultural Associations of the General Council of Aragon, may be beneficiaries of the subsidies. They must not be subject to any of the prohibitions that prevent them from obtaining the status of beneficiary of public subsidies according to article 13, paragraph 2 of Law 38/2003, of November 17, General Subsidies. Those associations that usually provide paid services to this city council related to their cultural activity and/or that have aid or subsidies from this City Council will be exempt from this call. The legal representatives of the Associations will present the applications within 20 business days from the day following the publication of the extract of the call in the Official Gazette of the Province of Zaragoza. The applications and the rest of the documentation to be presented must be submitted to the City Council Registry or by any of the means provided for in article 16.4 of Law 39/2015 of October 1 on the Common Administrative Procedure of Public Administrations. The documentation to be presented will be the following: 1. Application document (Annex I), which must indicate the registration number in the Registry of Cultural Associations of Aragon. It includes a Responsible Declaration that the documents referred to below as 4, 5 and 6 are in the possession of the City Council and that their content has not changed since their presentation. It also includes the responsible declaration of being up to date with their obligations with this City Council, with the State Tax Administration Agency (Treasury) and with Social Security, providing certificates accrediting these two.
