Official description of the call
FIRST. Applicable regulations - Law 38/2003, of November 17, General Subsidies. - Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies. - Municipal ordinance regulating subsidies of the Laudio/Llodio City Council (BOTHA number 28 dated March 10, 2021), as general bases. - The call is presented, as well as the remaining regulations of supplementary application. SECOND. Purpose of the subsidy, amount and budget availability. The object and purpose of this call is to hold the outdoor painting contest during “Sanrokeak 2025”, under a competitive competition regime subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination. The total amount of the prizes to be awarded in this contest is 1,900.00 euros, charged to the budget application 0403 3381 48001 “Party contests”. The winners will be subject, at all times, to the provisions of current regulations on prize retention. THIRD. Requirements of the works, Jury and conditions of participation. 1st. The contest will be held on August 15, 2025. 2nd. Anyone can participate, regardless of their nationality or place of residence. Each participant will be given a snack and a soft drink. The total estimated cost for this diet is 250.00 euros. 3rd. The work must be carried out outdoors within the municipal area and on Llodio grounds. Each contestant may only submit a single work. 4th. The technique will be free, and each contestant must provide the necessary tools to carry out their work, easel included. 5th. The support to be used to carry out the work will be rigid and no larger than 100 cm. on any of its sides. It may be presented ready to work, but in no case will it be admitted if it contains sketches, drawings or other signs. 6th. It will be sealed and numbered at the Llodio Town Hall (Herriko plaza), between 8:30 and 10:30 a.m. on the day of the contest, and each contestant must formalize their registration at that time. 7th. The contestants must indicate to the organization, following the instructions that it gives them at the time of registration, the specific place they have chosen to make their painting, so that it can inform both the neighbors who wish to do so and the jury of the competition where they can come to see them. 8th. The delivery of the works, without signing, will be made between 3:00 p.m. and 4:00 p.m. on August 15, 2025 at the place of registration, and any work that is not submitted between said hours will not be accepted. Contestants may not demand any financial compensation from the Laudio/Llodio City Council for the theft or damage that their works may suffer during the entire time they are in the custody of this institution and/or its collaborators. 9th. The following prizes will be awarded, which will not be cumulative: 1st.- €1,000.00. 2nd.- €600.00 3rd.- €300.00 The winners of the prizes, who will be subject at all times to the provisions of the current regulations on withholding of prizes, must sign their works once they have been made public. All the winning works will remain in the possession of the Llodio City Council, which reserves the right to reproduce them, always citing their authors, without them being able to demand any financial compensation. 10th. The Llodio City Council, by Decree of the Mayor-Presidency, will appoint a Technical Jury that will be made up of people related to the purpose of the contest, with the mayor or person delegated to occupy the presidency, who will have the casting vote in the event of a tie. A technician from the Culture Area or the person in charge of the contest will act as secretary, with voice, but without vote. Each member of the jury from outside the City Council will receive a gift valued at 50 euros for their collaboration. 11th. The Jury's decision, after deliberation and in view of the works presented on time, applying criteria of quality, technique, originality and safeguarding of current legality, will determine the awarded works and/or declare void those awards that it deems appropriate if the works do not meet sufficient quality. Their decision will be final and will be officially communicated at 6:30 p.m. on the day of the competition in a public presentation ceremony.
