From the Ministry of Social Policy, Families and Equality of the Region of Murcia, which calls for subsidies to local CARM entities to finance the preparation of a Participatory Local Diagnosis FSE+ Program 21-27

Official description of the call

First. Object. 1. The purpose of this Order is to call for subsidies, on a competitive basis, aimed at local entities of the Autonomous Community of the Region of Murcia for the preparation of a participatory local diagnosis in a certain territory in order to know the local needs, resources and potentialities and propose the strategic and transversal lines of action agreed between the different community protagonists (the public administration, public and private technical resources and citizens/social organizations) and derived from said diagnosis. 2. The purpose pursued with this line of subsidy is to promote, in defined neighborhoods or territories, whose area is smaller than the municipality, with a population in a situation of social vulnerability, projects that contemplate participatory local diagnosis processes that allow obtaining information about community problems, needs and potentialities and their dynamic articulation with local and external resources, as well as the development opportunities that the inhabitants of the territory have and the establishment of the strategic and transversal lines of action derived from this diagnosis. The actions derived from the projects to be financed will be carried out in territories in which there is a population in a situation of social vulnerability, understood as the presence of material and economic precariousness accompanied by other personal and social variables such as: risk or situation of social exclusion, poverty, lack or deterioration of infrastructure, scarcity or non-existence of channels of social participation, associations or civic initiative that favors the involvement of citizens themselves in the response to their problems. The proposals presented must comply with the “Framework Program of action to carry out participatory local diagnosis processes” which is accessible in procedure 3526 of the “Guide to procedures and services”. Second. Legal Regime of the call. The subsidies regulated in this call will be governed by the provisions established therein and in the Order of May 4, 2023 of the Ministry of Social Policy, Families and Equality, which approves the regulatory bases for subsidies financed by the FSE+ in the field of social services promoted by the General Directorate of Social Services and Relations with the Third Sector for the fulfillment of the specific objectives i, j, k and l of the FSE+ Program Region of Murcia 2021-2027, BORM No. 105, of May 9, 2023 (without prejudice to the provisions of article 6 of Law 38/2003, of November 17, General Subsidies (hereinafter LGS), which regulates the legal regime of Subsidies co-financed from the European Funds, as well as the European Structural Funds Regulations applicable to the period 2021-2027. Consequently, in particular, the following regulations will apply: 1) Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 establishing the common provisions relating to the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund, as well as the financial rules for these. Funds and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Financial Support Instrument for Border Management and Visa Policy. 2) Regulation (EU) 2021/1057 of the European Parliament and of the Council of 24 June 2021 establishing the European Social Fund Plus (ESF+) and repealing Regulation (EU) No 1296/2013 and its corrections. 3) Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union. 4) Regulation (EU) 2016/679 of the European Parliament and of the Council, of April 27, 2016 on the protection of natural persons with regard to the processing of personal data and the free circulation of these data and repealing Directive 95/46/EC. 5) Order TES/106/2024, of February 8, which determines the expenses eligible for subsidies by the European Social Fund Plus during the 2021-2027 programming period (BOE no. 38 of February 13, 2024).
