Official description of the call
REGULATORY BASES OF THE CALL FOR AMPAS ACTIVITIES CORRESPONDING TO THE YEAR 2025. 1. Regulatory Bases These subsidies will be governed by the provisions of this call; in the Budget Execution Bases, in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The provision for the granting of these subsidies is provided for in the Strategic Subsidies Plan 2024/2026. The procedure for granting these subsidies will be on a competitive basis, by comparing the applications presented, in order to establish a priority between them in accordance with the assessment criteria established in this call, awarding, with the limit set in the following point, those that have obtained the highest assessment in application of the aforementioned criteria. 2. Budget Credits The budget credits to which the subsidy is allocated are those provided for in application 3260.48900 of the expenditure budget for 2025, for a maximum accumulated amount of €7,000. Exceptionally, the call may establish, in addition to the maximum total amount within the available credits, an additional amount whose application to the granting of subsidies will not require a new call. The setting and use of this additional amount will be subject to the rules of article 58 of the Regulation of Law 38/2003, of November 17, General Subsidies, approved by Royal Decree 887/2006, of July 21. 3. Object, Conditions and Purpose of the Grant of the Subsidy The purpose of the subsidy is to encourage and promote collaboration with the parents' associations (AMPA) of the educational centers of the municipality of Águilas for the development of their functions such as representing families, collaborating with the educational center in activities and projects, promoting the participation of parents in school management and in the School Council, as well as channeling the suggestions and concerns of parents, organizing cultural and leisure activities, and helping in the management of services such as the book bank or uniformity, among others. The following activities carried out during the year 2025 may be subject to subsidy: Expenses for purchasing school supplies Expenses for consumable materials for the development of AMPA's own activity. Expenses for organizing cultural and educational events. Collaboration expenses with the school center for scheduled activities. The following will not be subject to subsidy: Personnel expenses. Inventory material or works expenses. The amount of the subsidy may not exceed 100% of the budget of justified expenses. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 4. Requirements to Apply for the Subsidy and How to Accredit Them Requirements to apply for the subsidy: Be a legally constituted AMPA in one of the educational centers in the municipality of Águilas. Be up to date with payments related to the Public Treasury and Social Security. Do not have pending justification or return of public subsidies. These requirements must be accredited in the grant application. 5. Competent Body for the Instruction and Resolution of the Procedure The competent body for the investigation of the file is the Department of Education of the Hon. Águilas City Council. This will request as many reports as it deems necessary to resolve, as well as evaluate the applications that are submitted in a timely manner, all in accordance with article 24 of Law 38/2003, of November 14, General Subsidies. The competent body to resolve will be the Local Government Board. 6.
