CALL AND REGULATORY BASES FOR THE GRANTING OF PRIZES FOR THE VII EDITION OF THE LA ALGABA 2026 OUTDOOR FAST PAINTING CONTEST BASIS 1.- APPLICABLE LEGISLATION. - Law 40/2015, of October 1, on the Legal Regime of the Public Sector. - Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. - Law 38/2003, of November 17, General Subsidies. - Royal Decree 887/2006, of July 21, which approves the Regulations of the General Law of Subsidies. - Decree of June 17, 1955 approving the Services Regulations of Local Corporations. - General Ordinance of the regulatory bases for the granting of subsidies by the Hon. La Algaba City Council. (Official Gazette of the Province of Seville number 219, dated September 20, 2018). - Bases for Execution of the General Budget for the Fiscal Year 2026. - Strategic Subsidy Plan of the City Council of La Algaba for the period 2024-2026, as well as its Annexes. - Resolutions and Agreements of Municipal Organization and delegation of powers. BASIS 2.- OBJECT, CONDITIONS AND PURPOSE. A) PURPOSE The purpose of this call is to regulate the procedure, under a competitive competition regime, for granting prizes for the VII Edition of the La Algaba 2026 Outdoor Quick Painting Contest. B) CONDITIONS The granting of these prizes is subject to the following conditions: - Participants must represent the pictorial works in accordance with the provisions of these Regulatory Bases and Call. C) PURPOSE The purpose of the VII Edition of the La Algaba 2026 Quick Painting Contest is the establishment of public policies whose object is the promotion of a public activity or social interest or the promotion of a public purpose, such as the promotion of Culture as an educational and social instrument, in this case through the pictorial arts, provided for in article 25.2 m) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. BASIS 3.- BUDGET CREDIT TO WHICH THE EXPENDITURE IS IMPUTED AND MAXIMUM TOTAL AMOUNT OF PRIZES TO BE GRANTED. These prizes will be financed from budget application 334/48907, with adequate and sufficient credit for a maximum amount of 2,000 euros. Protocol expenses will be financed by budget application 330.226.01 with an amount of 1,000 euros BASE 4.- CATEGORIES AND PRIZES. 4.1.- CATEGORIES. The following categories of participation in the Contest will be distinguished: 1. Adult. 2. Children/Youth (Up to 18 years). Two prizes will be awarded for each category, up to a maximum of 4 prizes, according to the classification made in the following section. 4.2.- ECONOMIC CONTENT AWARDS. The City Council will award a total of 2,000 euros in financial prizes, according to the following categories: 1. Adult. Prize Category Amount First Prize €1,000.00 Second Prize €600.00 Total €1,600.00 2. Children/Youth (Up to 18 years). Prize Category Amount First Prize €300.00 Second Prize €100.00 Total €400.00 The prizes will be paid by bank transfer, to the account number provided by the participants, in which they must appear as the owner. These credits will be subject to the corresponding withholdings in accordance with the provisions of the personal income tax and other tax regulations. In the case of winners in the Children's-Youth category, the representative or guardian of the minor must be the account holder. No more than one prize may go to the same person. Prizes may be void. BASIS 5.- GRANT PROCEDURE. The procedure for granting these prizes will be on a competitive basis. BASE 6.- REQUIREMENTS OF APPLICANTS AND METHOD OF ACCREDITING THEM. All people who wish to do so, without exception, residing in Spain, both professionals and amateurs, will be able to register for this contest. Those of legal age will be eligible for the adult prize, and children and youth will be eligible for the prizes in that category. Each participant may present one work for each category, from any place, monuments, landscape, etc. of our town (except Plaza España) which is under construction.
