Official description of the call

First.-Beneficiaries Non-profit cultural associations, legally constituted as such, that have their headquarters in one of the municipalities of the province of Palencia with a population of less than 20,000 inhabitants. Associations that are not strictly cultural are excluded and especially those that, either to be a member of them, or among their purposes, have specific conditions of sex, age, occupation, activity other than cultural... etc., and especially, those of 3rd age, neighbors, A.M.P.A.S., C.I.T.S., dance groups, choirs, theater and similar. Youth associations, even if they have a cultural nature, will not be eligible for this call because there is another specific call in this Provincial Council. All types of associations that receive any type of aid from this Provincial Council through an Agreement or any other form of economic collaboration are excluded, as well as those that carry out activities within the cultural programming of this Provincial Council. Second.- Purpose The carrying out of cultural activities to be carried out, or already carried out, from September 1, 2025 to August 31, 2026. This subsidy is included within the measures to achieve Goal 11.4 "Protection of cultural and natural heritage" of the Sustainable Development Goals. Third.- Eligible actions Editing of the association's magazines or periodical publications, provided they exceed 16 pages and a circulation of more than 100 copies. Activities to promote and disseminate classical music, performing arts, cinema or artistic or literary creation. Programs and activities aimed at the promotion and dissemination of Cultural Heritage, including historical recreations. Editing of the propaganda of the activities to be carried out. The following activities will not be eligible for subsidies: Activities such as parades, parades or processions that are celebrated on the occasion of the Christmas, Carnival, Easter or Patron Saint Festivals of the town. Activities related to sports, native games, the environment or social-health issues. Activities that have eminently tourist content or economic promotion. Craft workshops or similar. In any case, the following activities are excluded: trips, excursions and all types of meals. Fourth.- Eligible expenses Those current expenses that undoubtedly respond to the nature of the subsidized activity and have been incurred from September 1, 2025 to August 31, 2026 and paid prior to the end of the justification period. Expenses for any activity that correspond to prizes (both in cash and in kind), protocol attention or acquisition of inventory material are excluded. Fifth.- Amount The total amount of the subsidies may not exceed the amount of €22,000. Based on the principles of transparency and objectivity for the granting of aid, the following criteria will be taken into account: A subsidy of up to €500 will be granted to all applications that meet the established requirements. In no case may the subsidy exceed 50% of the budget of the activity for which the subsidy is requested, with the association committing to contribute the remaining amount of the cost. Sixth.- Deadline for submitting applications Applications will be submitted within a period of 15 business days, counting from the day following the publication of the call in the Official Gazette of the Province, extending said deadline until the first following business day, when the last day is a Saturday or holiday. Seventh.- The annexes and other documentation corresponding to this call will be available to interested parties at the electronic headquarters of the Provincial Council of Palencia https://sede.diputaciondepalencia.es in the Public information – Subsidies and aid section.
