Subsidies to municipalities and minor EELL improve accessibility municipal road network

Official description of the call
First. Object. Call for the granting of subsidies to municipalities and smaller local entities by 2026, to improve accessibility in the road network and in other spaces for public use, for the execution of the following actions: Adaptations in urbanization: widening and lowering of sidewalks, transformation into a single-platform street, construction of fords, pedestrian walkways or ramps, installation of railings or handrails and enclosure of tree pits. Reservation of parking spaces with reduced mobility. Installation of urban furniture adapted for people with disabilities: benches, fountains, canopies and audible traffic lights. Special signage for people with intellectual disabilities or comprehension difficulties. Municipal buildings for public use: elimination of architectural barriers and creation of an accessible route. Others that are justified by singular circumstances of an objective nature. Second. Beneficiaries. All municipalities of the Autonomous Community of La Rioja and the four minor local entities recognized within the Autonomous Community may be beneficiaries of the subsidies, respecting the scope of the powers attributed to them in each case. Furthermore, to be beneficiaries they must meet the requirement established in article 2.2 of the Regulatory Order. Third. Regulatory bases. Those established in Order 5/2017, of September 22, which establishes the regulatory bases for the granting of subsidies to municipalities and minor local entities, for the improvement of accessibility on the road network and in other spaces for public use. Room. Amount: The maximum amount will be 1,150,000 euros charged to budget application 09.03.4513.761.08, taking into account that, on a preferential basis and at most, 45% of the total amount of the call will be used to finance actions in municipal buildings for public use. The maximum amount of subsidy per annuity that may be granted to each local entity will be 20,000 euros, without exceeding 80 percent of the amount for which the subsidy is intended, except when it is intended to finance the elimination of architectural barriers and the creation of accessible routes in municipal buildings for public use in which the maximum amount will be 80,000 euros, maintaining the aforementioned percentage. Fifth. Deadline for submitting applications: The deadline for submitting applications will be one month from the day following the publication of the extract of this call in the Official Gazette of La Rioja. Sixth. Form of presentation of the application. The subsidy request will be formulated in accordance with the model in Annex I to this Resolution. This document will be available on the website of the Government of La Rioja. The submission of the application, along with additional documentation, will be made through the Electronic Office of the Government of La Rioja, procedure 24932, through the following link https://www.larioja.org/oficina-electronica/es?web=&proc=24932. Seventh. Additional documentation. Along with the application, a copy of the technical project or the technical report must be submitted, as appropriate, descriptive photographs of the current state of the area of action, a certificate issued by a competent technician on the adequacy of the actions to the requirements and criteria established by the regulations in force regarding accessibility, a certificate from the Secretariat of approval of the technical project and availability of the land, and a certificate of the approval agreement of the accessibility plan, if it is available. These documents will comply with the provisions of article 7.1 of the Regulatory Order. Eighth. Justification of the subsidy. The deadline to justify the application of the subsidies ends on October 15, 2026. The lack of justification within this period will determine the loss of the right to collect the total or partial amount of the subsidy. The publication of this extract is intended to make effective the call for the granting of subsidies, in the terms of the extracted resolution, in accordance with the provisions of articles 20.8.a) and 23.2 of Law 38/2003, of November 17, General of Subsidies.
