Official description of the call

First. Beneficiaries. Natural and legal persons who promote rehabilitation works of buildings whose main and compatible uses comply with those included in sheets B1 and B2 of the current PGM of Entrena, located in the nucleus called Barrio de Bodegas de Entrena, (areas designated with B1 and B2 of the current PGM of Entrena), in which the conditions regulated in the regulatory Ordinance in force are met, may benefit from the aid provided for in this Ordinance. Second. Object. The purpose of the subsidy is to grant subsidies aimed at the rehabilitation of properties located in the Barrio de Bodegas de Entrena area, according to the delimitation of the Annex I Plan of the Ordinance, guaranteeing their owners access to them in equal treatment, under the principles of publicity and competition. Third. Regulatory bases The regulatory bases for the granting of these subsidies are contained in the specific Ordinance for the granting of subsidies in the field of Rehabilitation of buildings in the core of traditional wineries called Bº de Bodegas de Entrena, published in the Official Gazette of La Rioja No. 36, dated March 25, 2019. Fourth. Amount of aid. The amount of the subsidy to be granted will be 40% of the material execution cost of the works, with a maximum amount of €4,500.00. 50% of the cost of the technical consolidation project in any case and adaptation of the roof and façade will also be subject to a subsidy if required, up to 400 euros per winery. Fifth. Application submission deadline. Applications will be formulated in the model that will be provided to interested parties. They will be addressed to the Mayor of the City Council, and will be presented at the City Hall Entry Registry or by any of the means indicated in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, within a period of one month counting from the day following the publication of the extract of the call in the Official Gazette of La Rioja. Sixth. Other data. The documentation established in Article 6 of the Regulatory Ordinance must be attached to the application. a) Photocopy of the applicant's ID. b) If acting on behalf of a legal entity, the CIF of the same, the deed of incorporation, duly registered in the Commercial Registry, and the corresponding deed of power of attorney in favor of the person signing the application will be presented. c) Responsible declaration of the applicant, relating to the non-existence of competition with other aid requested and/or received, failing which, a declaration listing the aid and amounts requested and/or received, to which a copy of the corresponding applications and resolutions or agreements for granting such aid will be attached. d) Document accrediting the non-commencement or execution of the works prior to the subsidy application. e) Major or minor works license depending on the case, granted by the Entrena City Council, or failing that, proof of having requested it. f) Favorable report from the Higher Council of Historical-Artistic Heritage of La Rioja, if necessary, or failing that, proof of having requested it. g) Declaration responsible for being up to date with compliance with tax and Social Security obligations, as well as a certificate of being up to date with tax obligations with the Entrena City Council. h) Budget for the work signed by the contractor or industrialist who will carry it out. In the event that the intervention of a physician is mandatory, the corresponding technical document must be presented (as established in point l). In any case, when the amount of the eligible action exceeds the amount of 10,000.00 euros (VAT included), the beneficiary must request at least three offers from different suppliers prior to contracting the work. i) Depending on the intensity and purpose of the work submitted for subsidy, a technical document duly signed by a competent technician must be presented (Execution Project, Assessed Report, Study or Basic Study of Safety and Health, etc...) j) Consent of the occupants for any title to the home or homes subject to rehabilitation, when they are people other than the owner requesting the subsidy, as well as the owners themselves.
