Official description of the call

PURPOSE: Granting of subsidies to finance Basque learning activities. BENEFICIARIES: All interested persons over 16 years of age registered in the municipality of Urkabustaiz. Each person may apply for as many scholarships as there are courses and internships they take (October-February, February-June, October-June, summer-July or September and internships), but they will only receive one scholarship per course. Those sanctioned with the infractions referred to in Title IV of Law 38/2003, of November 17, General Subsidies, may not be subject to a subsidy. ELIGIBLE ACTIVITIES: Scholarships to support Basque language studies, including summer courses, internships and UEU courses. Round trip expenses and expenses for maintenance and accommodation at the boarding school will be excluded from the scholarship. ENDOWMENT AND ACCRUATION OF SCHOLARSHIPS: The amount of the scholarship will be 100 percent of the cost of tuition, with the limit of the budget item approved for scholarships. If, due to the number of requests, the amount to be distributed exceeds the amount admitted in the item, it will be prorated among the requests. To do this, the following proportions must be met, as the main criterion: 80 percent for the unemployed and students and 50 percent for the rest. APPLICATIONS AND DOCUMENTATION TO BE PROVIDED: At the time of making the application, the following documentation must be submitted: A) Official instance issued by the City Council, accompanied by a sworn declaration of whether or not to have obtained subsidies or aid for the same purpose, from any administrations, organizations or public entities. In the case of having received other subsidies, the amount received and the granting Administration must be specified, as well as the certification that certifies said data. B) Certificate from the euskaltegi or center in which the course has been taken, indicating the course that has started and ended, the total number of hours of the course and the number of hours that the student has taken advantage of (minimum attendance of 80%), the start and end dates of the course and the total cost of the course. In the case of boarding schools, it is necessary to differentiate between teaching expenses and subsistence and accommodation expenses. D) Bank document proving payment of registration. E) Unemployed people: Certificate of working life for the period of completion of the course. Students: photocopy of the registration for that course, issued by the corresponding Center (only in the case of official studies). SUBMISSION AND DEADLINES: Scholarship applications, including those for boarding schools, must be submitted before October 31, 2026 in the City Hall Entry Registry or by any of the means established in article 38 of Law 30/1992, of November 26, on the Legal Regime of Public Administrations and the Common Administrative Procedure. The presentation of grant applications implies the express and formal acceptance of everything contained in these bases. STUDY AND RESOLUTION OF APPLICATIONS: The subsidies will be granted by the Mayor-President of the Corporation, following a technical report from the administrative unit competent in Basque matters (Basque technician).
