Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/GE/es/inicio) First. Beneficiaries. SME companies, natural persons or legal entities, may be beneficiaries of the aid contemplated in this call, in accordance with the provisions of article 9.1.a) of the Regulatory Order. The requirements and obligations to be a beneficiary, contemplated in articles 9 and 10 of the Regulatory Order, will also apply. The following are excluded from this call: Large companies, as defined in the Annex to the Regulatory Order. Associations, federations, confederations, business groups, unions, professional associations, sports entities, consortia, universities and public sector entities. Civil societies, except Agrarian Transformation Companies. Communities of goods. Companies in the primary agricultural production sector (agriculture and livestock), unless they also develop transformation activities and/or wholesale marketing of the products obtained. SMEs whose main activity is framed in the C.N.A.E. 47. (Retail trade) and C.N.A.E. 95. (Repair and maintenance of computers, personal items and household goods and motor vehicles and motorcycles). Second. Object. Program aimed at the modernization of companies and their processes through the implementation of ICT tools and systems that will allow organizations to have a higher level of control, management, connectivity, integration, visibility or interoperability, the scope of which is provided for in article 5.2.2 of the Regulatory Order. The eligible actions may correspond to one or some of the following typologies, with the specific conditions provided for in section One, point 2 of the Call: a) The acquisition or implementation of new material and immaterial active elements necessary for the implementation of software, applications, systems, hardware-networks, facilities, equipment, devices and licenses, and other ICT tools. b) Likewise, exclusively external expert consulting services will be subsidized, comprising advisory, consultancy, assistance, and training services necessary for the development of the actions provided for in section a.1) of the call. Third. General requirements and conditions. a) Only one application per beneficiary will be accepted. b) The eligible actions must be implemented and/or exploited by the beneficiary company, in work centers located in the territory of the Autonomous Community of La Rioja. c) Limitations and non-eligible concepts: - The design and development of web pages, except those that have e-commerce. - The design or development of platforms, except virtual reality and augmented reality platforms or digital twins. - Renovation projects and/or exclusive acquisition of basic ICT equipment. A basic ICT project will be understood as an action in which the beneficiary only presents equipment (hardware) that does not entail a modernization of the company and its processes through the implementation of ICT tools and systems that will allow organizations to have a higher level of control, management, connectivity, integration, visibility or interoperability. - Maintenance costs for computer equipment and software. - Office and similar furniture. - Canon digital. - Query databases, except those that have an integrated artificial intelligence (AI) module. - Mobile phones and smartphones. - The exclusive acquisition of hardware, when it is not accompanied by software essential for its implementation. - Antivirus software will not be considered as advanced cybersecurity solutions contemplated in section a.1.6) of the call. e) The modality of participation will be individual. f) The minimum eligible expense and/or investment will be 3,000 euros. g) The maximum eligible expense and/or investment will be 20,000 euros. h) Investments started and expenses incurred may be subsidized from December 13, 2025, until December 31, 2026.
