Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database https://www.pap.hacienda.gob.es/bdnstrans/GE/es/inicio) First. - Beneficiaries: - Validly constituted natural or legal entity companies that have an operational establishment in the Autonomous Community of La Rioja, carry out the economic activity for which aid is requested in La Rioja, carry out the eligible project and are not expressly excluded. - Public or private organizations, with a work center in La Rioja that provide services to companies and/or have research, development and innovation as their activity, as well as business groups. The beneficiary of the subsidy must be registered in the Census of Economic Activities in the Autonomous Community of La Rioja, in an heading corresponding to one of the subsidized activities, at the time of the closing of the call. The requirements to be a beneficiary, contemplated in sections 2 to 7 of article 17 of the Regulatory Order, will also apply. For the typology of Technological Innovation Projects in terms of processes and/or organization described in section 2.e) of the call, companies that belong to the fishing and aquaculture sector are excluded as beneficiaries. Second. - Purpose: Individual or cooperative projects may correspond to any of the following typologies: - Research and Development (R&D) Applied Research Projects, whose definition is established in points 5, 6 and 7 of Article 4 Definitions of the Regulatory Order that governs this call, corresponding to Industrial Research, Experimental Development, and Applied Research, respectively. - Technological Innovation Projects in terms of processes and/or organization, whose definition is established in points 8 and 9 of Article 4 Definitions of the Regulatory Order that governs this call. Third. General conditions and requirements. The expenses-investments described in section 2.d) of the call, for Research and Development (R&D) Projects, and in section 2.e) of the call, for Technological Innovation Projects in terms of processes and/or organization, may be charged to the previous projects. The expenses described in the first section, points 2.d1) and 2.e1) of the call will be considered eligible expenses for the development of the projects described, to the extent that they are dedicated to the project: - The costs of own personnel (researchers, technicians and other auxiliary personnel), materials and necessary external collaborations. - Furthermore, in the case of Research and Development projects, indirect costs. - In the case of Technological Innovation projects in terms of processes and organization, the necessary new material and immaterial active elements consisting of equipment, machinery and facilities for the implementation of the new process or organizational system will also be subsidized. New laboratory instruments and equipment, and any other infrastructure linked to innovation and necessary technological development, will also be admitted. This call for research and development projects, or technological innovation in terms of processes and/or organization, will give special priority to collaboration with Universities, Research Organizations, Technological Centers and/or Innovation and Technology Transfer, and Clusters. Priority will also be given to the development of technologies and areas of specialization defined in the RIS-3 strategies or in the field of defense, and those projects declared of strategic interest for La Rioja by the Government Council. A maximum of two individual applications per beneficiary will be accepted. Each application will only include a single project. Room.
