Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/) First. Beneficiaries: Validly constituted natural or legal person companies that have an operational establishment in the Autonomous Community of La Rioja, carry out the economic activity for which the aid is requested in La Rioja, carry out the subsidized actions, and are not expressly excluded in accordance with the first section, point 2.d.2) of the call. The beneficiary of the subsidy must be registered in the Census of Economic Activities in the Autonomous Community of La Rioja at the time of the closing of the call. Second. Purpose and eligible actions: 1. The implementation of ICT software, applications, systems and tools, linked to any of the following projects, will be eligible for subsidies, in accordance with the first section, point 2.a) of the call: 1.1. The implementation of software, applications, systems and ICT tools, as well as their possible integration into more complete and transversal systems, in the different areas of company management, such as the supply chain, production, logistics, accounting management, HR, knowledge management, customer management, or product-services throughout their useful life, as described in letters a) to s) of section First, point 2.a.1) of the call. 1.2. The acquisition and implementation of all new active material elements necessary for the development and implementation of the software, applications, systems and ICT tools described in section a.1) of the call, such as: a) Hardware or necessary elements such as PC cards, embedded systems, electronic systems, mobile devices, terminals, screens, sensor elements, etc. b) Computer equipment or other equipment. c) Equipment or elements that make up the support communication structures or network (VLAN or Wi-Fi) such as the system and wired support, antennas, routers, switches, interphase cards, Ethernet cards, etc. 1.3. External expert consulting services will also be considered eligible, including advisory, consultancy, assistance, and training and coaching services necessary for the development of the planned actions. Those consultancy services and/or necessary external expert assistance that are not linked in the same file to the development and/or adaptation or implementation of the software, systems and/or applications described in section First point 2 a1 of the call will not be subsidized. 1.4. In the event that the implementation of any of the systems is billed on a pay-per-use basis, the expense corresponding to the cost of the services will be eligible for a maximum period of one year. In no case will the following concepts be considered eligible: - Projects in which only general-purpose software is implemented and/or scaled, such as operating systems, office automation packages, email applications, image editing and processing, except in cases in which this type of software forms an inseparable part of other assets that are subject to subsidy within the project. - Projects in which only a mere scaling of software-hardware already available by the company is carried out. - Renovation projects and/or exclusive acquisition of basic ICT equipment. - The design and development of web pages. - Maintenance costs and fees for computer equipment. - Office and similar furniture. - Taxes, fees and other taxes, including Value Added Tax and digital fees. 2. The modality of participation will be individual. 3. Only one application per beneficiary will be accepted. 4. The intensity of the aid will be 40%, under the de minimis regime. 5. The minimum eligible investment and/or expense will be 50,000 euros. Third.
