EXTRACT FROM THE CALL FOR SUBSIDIES FOR COMPANIES AND SELF-EMPLOYED EMPLOYERS THAT HIRE YOUNG PEOPLE FROM ESPONELLÀ DURING THE SUMMER SEASON YEAR 2026 1. Regulatory Bases This subsidy will be governed by what has been established in this call, that established in the bases of the subsidy, those of the execution of the Municipal Budget, in Law 38/2003, of November 17, General Subsidies (hereinafter LGS) and its implementing regulations, approved by Royal Decree 887/2006, of July 21 (hereinafter RLGS); also in the Strategic Subsidies Plan, Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and, additionally, in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations and any other regulatory provision that by its nature is applicable. The regulatory bases for the granting of this subsidy are approved by the Municipal Plenary Session, in a session held on March 19, 2025 and published in the Official Gazette of the Province no. 59, dated March 26, 2025. The granting of subsidies will be processed following the ordinary procedure under a non-competitive competition regime through the approval of the corresponding bases and call. 2. Budget Credits The budget allocation for the call will be €3,500.00, without the possibility of extension, and will be applied to budget item no. 02.9200.48002 3. Object, Conditions and Purpose of the Grant of the Subsidy The purpose of the subsidy is to subsidize companies and self-employed workers who hire young people between 16 and 19 years old registered in the municipality of Esponellà to encourage the hiring of young people during the months of July and August. The subsidy will consist of a single contribution of, at most, €360.00 per worker hired full-time for one month. In the case of partial days and/or non-complete months, proration will be carried out to establish the amount of the subsidy. The concession will be made through the non-competitive competition regime. The award criteria will not be in strict order of submission of applications. In the event of insufficient budget allocation to meet all requests, the total amount of the subsidy will be prorated among all beneficiaries of the subsidy. 4. Requirements to apply for the subsidy This subsidy can be applied for by natural or legal persons, as well as communities of property, civil societies or other economic entities without legal personality, legally constituted that hire young people from Esponellà between 16 and 19 years old between July 1 and August 31 of the year of the call and that meet the following requirements: a) The activity must be registered (IAE). b) Be registered in the Social Security regime or in the corresponding professional mutual insurance company. c) Not be included in any of the circumstances included in article 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies, and in particular, be up to date in compliance with their tax obligations with the State Treasury (AEAT) and with the General Treasury of Social Security (TGSS). This requirement must be met from the date of submission of the application until the date of payment of the subsidy, if applicable. d) Not have outstanding debt with the Esponellà City Council. This requirement must be met from the date of submission of the application until the date of payment of the subsidy. e) Have the activity in Esponellà legalized, if applicable. f) Comply with the legal obligation to have an occupational risk prevention company hired, if applicable. 5. Competent Body for the Instruction and Resolution of the Procedure The granting of the subsidy regulated in this call will be carried out in accordance with what is established in articles 22.1 and 23 to 27 of the LGS. The procedure for granting the subsidy will begin by resolution of the mayor's office, with the mayor's office also being the competent body to resolve, by virtue of the powers conferred on it by art. 2.1.f i s of Law 7/1985, of April 2, regulating the bases of local regime. The instruction and organization of the procedure will be carried out by the body managing the file that will submit the proposed resolution to the mayor's office.
