Official description of the call
First. Beneficiaries. Natural or legal persons may access municipal financial aid as long as they meet the required requirements: Homeowners, natural persons, under a horizontal property regime, by themselves, if they are rehabilitation actions on private elements, or grouped in communities of owners if they are rehabilitation actions on common elements, whose declared destination is in accordance with those provided for in this Ordinance. Legal and Natural Entities that are owners or tenants of premises or offices when actions are promoted on common elements. Tenants must prove the property permit. Legal and Natural Persons who own homes or complete buildings whose destination after the rehabilitation works is rental. Entities in which any of the circumstances contained in sections 2 and 3 of article 13 of Law 38/2003, of November 17, as well as the other prohibitions provided for in Law 5/2015, of March 25, on Aragon Subsidies, may not be beneficiaries of the subsidies regulated in these bases. Second. Purpose The purpose of the subsidy is to promote urban renewal and the rehabilitation of buildings over 40 years old in the urban area of Mallén for housing, hospitality or commercial use. In accordance with the provisions of article 19 of the regulatory bases of this call, they will be those corresponding to the execution of the works, the project and technical management and other expenses that may be included in the protected budget defined in article 21 of the regulatory bases of this aid. Expenses incurred will be considered to be those that have been effectively paid, those incurred from January 1, 2026 to December 31, 2026. All types of furniture (bathroom furniture, kitchen furniture, appliances, etc.) will be excluded from the protected budget for habitability adaptation works. The execution of finishing works (flooring, painting, tiling, etc.) whose poor condition is previously proven will only be subsidized when the works were required by the simultaneous performance of other rehabilitation actions. The amount of the subsidy will be 35% of the protected budget, with a maximum limit of 6,000 euros. The minimum amount of the protected budget will be 4,000 euros in Rehabilitation actions. The amount of the non-refundable subsidy will be 30% of the protected budget with a maximum limit of 4,000 euros in demolition actions for urban renewal. The minimum amount of the protected budget will be 4,000 euros in urban renewal actions. Third. Regulatory bases The regulatory bases for the granting of these subsidies are contained in the specific Ordinance for the granting of subsidies regarding the Promotion of Building Rehabilitation of Mallén, approved on June 11, 2021, and published in BOPZ No. 197 of August 28, 2021, modified by the Plenary Session of the Corporation in an extraordinary session dated November 17, 2023, and published in BOPZ no. 16 of January 20, 2024. Fourth. Amount of aid. The budget appropriations to which the subsidy is allocated are the following 2026 1522.48900, and the maximum total amount of the subsidies called is 18,000.00 euros for the year 2026. Fifth. Application submission deadline. Applications will be formulated using the models that appear as Annexes to the call. They will be addressed to the Mayor-President of the City Council, and will be presented at the City Hall Entry Registry or by any of the means indicated in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, leaving the period permanently open throughout the calendar year 2025 from the publication of the extract of the call in the Official Gazette of the Province, as stated in the article. 6.2 of Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid. Sixth. Other data. The following documents must be attached to the application: — Documents that prove the personality of the applicant and, where applicable, the representation of the person signing the application.
