ANNOUNCEMENT By Mayor's decree of July 8, 2026, the open call for subsidy programs established for the year 2026 to improve the quality of life of people residing in rural areas and for the conservation of the environment has been approved, so it is published: OPEN CALL FOR SUBSIDY PROGRAMS ESTABLISHED FOR THE YEAR 2026 FOR THE IMPROVEMENT OF THE QUALITY OF LIFE OF PEOPLE RESIDENT IN THE RURAL AREA AND FOR THE CONSERVATION OF THE ENVIRONMENT STATEMENT OF MOTIVES The Bergara City Council approved in a session held on January 27, 2025 the Strategic Subsidy Plan of the Bergara City Council 2025-2027, which includes the different strategic lines, the seventh being called Neighborhoods, Rural Development, Environment and Sustainability. Action 2 of this line is the following: Aid to improve the quality of all people residing in rural areas and for the conservation of the environment (exterior lighting, water, sanitation, internet...). Thus, in the municipal budgets approved for the 2026 financial year, several financial allocations have been made in order to promote actions to improve the quality of life of people residing in rural areas and to preserve the environment. On the other hand, although the subsidies to be granted are different, the city council wishes to carry out a unified call in order to offer a single normative reference, simplifying at the same time the administrative procedures to be carried out in the processing of the files. The bases are structured as follows: - General bases They establish the application rules for all subsidy lines, as long as nothing else is specified in each specific base. - Specific bases Rules applicable to each line of subsidy, establishing the specific characteristics of each subsidy, such as the criteria for its award and distribution, the possibility of granting advances, the documentation to be presented, etc. TITLE I GENERAL BASES Article 1. Purpose The purpose of these rules is the granting of the following subsidies aimed at improving the quality of life of people residing in rural areas and/or preserving the environment in 2026: 1.- Subsidies for financing the energy consumption of light points installed outside buildings isolated from the main nucleus of rural neighborhoods. 2.- Subsidies for execution or renovation of water infrastructure. 3.- Subsidies for cleaning septic tanks. The content of the following articles of this title will apply to these subsidies and, for what is not established in them, what the specific regulatory bases of each specific subsidy indicate. In case of contradiction, the content of the specific bases will prevail. Article 2. Budgetary credit assigned to the subsidy For the granting of these subsidies there is an amount of 10,000 euros (1 2700.481.414.00.01 2026 (B.K. 1012)), counting each type of aid contemplated in article 1 with the amount indicated in the chapter corresponding to its specific bases. However, if the amount reserved for one type of aid is not exhausted, that amount may be used to grant aid of other types. This amount will be subject to expansion, in accordance with the provisions of the execution bases of the Municipal Budget. Article 3. Applicable regulations The granting of these subsidies and the establishment of the legal relationship between the city council and the beneficiaries will be subject to compliance with the regulatory bases of the program and the rest of the regulations in force at the time of the granting. Unless the specific bases expressly establish another type of regulation, the provisions and requirements established in these general bases will apply to all aid or subsidy programs approved by the city council within this call. For everything that has not been provided for in these bases (general or specific), Law 38/2003, General Subsidies, Royal Decree 887/2006, the General Subsidies Ordinance of the Bergara City Council and the Budget Execution Standard of the Bergara City Council, and other applicable regulations in force will apply.
