Official description of the call
First. Beneficiaries: The beneficiaries of this aid will be mothers or fathers who have or adopt a daughter or son and meet the following requirements: 1. Mothers and fathers must be registered in the Covelo town hall and, at least one of them, must be registered in the Covelo town hall at least 9 months before the date of birth or adoption. This situation will be verified ex officio from the data in the municipal registry of inhabitants. Girls or boys born, or adopted, must register in the registry of inhabitants of the Covelo town hall. 2. The mother, father and daughters and sons must commit to remain registered with the town hall, both themselves and their daughters or sons, for a period of 2 years from birth or adoption. 3. Registration will imply effective residence, so both the beneficiaries and their daughters and sons must usually live in any of the parishes of the Covelo city council. This circumstance may be verified at any time by the city council by requesting the appropriate reports. 4. That the income of the family unit, adding the general tax base and the savings tax base, of the personal income tax return for the year 2022 does not exceed €45,000. In the event that this amount had been higher, the per capita income, understood as the sum of the general tax bases and savings divided by the number of members of the family unit, must not exceed €13,500. FAMILY PER CAPITA INCOME: it is calculated by dividing the income of the family unit by the number of eligible people. The following persons are counted in the family: - Mothers, fathers or legal guardians, minor daughters and sons, adult daughters and sons with disabilities, and single daughters and single sons under 25 years of age who live together in the family home. - In the case of divorce or legal separation of the mother and father, the person who does not live with the child will not be considered a qualifying person, except in cases of shared custody. The new spouse or partner will be a countable person, if there is one. - Persons in the family unit (father, mother, daughter or son and siblings) with a disability equal to or greater than 33%, or who certify a permanent disability pension in the degrees of total, absolute or major disability, will be counted as two. CALCULATION OF FAMILY INCOME: it will be calculated according to the procedure specified in Base 2.4. In the case of not submitting a declaration, the net income of all eligible persons in the family unit will be taken into account. 5. Be up to date on all concepts regarding tax duties with the Covelo City Council. 6. Be up to date with compliance with other tax and Social Security duties. 7. Not having any subsidy granted by the Covelo city council in the previous year pending justification, or having withdrawn with reason and in writing. 8. Submit to the control activities carried out by the City Council to verify the veracity of the acts recorded in the documentation presented, as well as compliance with the requirements for receiving the aid and collaborate with the City Council in said actions. 9. Communicate to the City Council any modification in the circumstances required for the granting of aid. 10. Not being subject to any of the circumstances included in article 10 of Law 9/07, of June 13, on Galician Subsidies. Second. Purpose: The purpose of these rules is to regulate a public call by the Covelo city council, for the processing and granting of subsidies aimed at promoting birth rates in the Covelo city council in the year 2023. Therefore, the purpose of these rules is the granting of aid to families, through a common procedure under a competitive competition regime, to partially cover the costs derived from the birth and/or adoption of girls and boys registered in the Covelo City Council.
