Official description of the call

FIRST.- PURPOSE OF THE CALL The purpose of this call is to regulate the procedure for granting subsidies under a free competition regime to promote sports practice and participation in official competitions in the 2021/22, or 2022, season of the sports entities of the Pontevedra City Council, to contribute to the achievement of one or more of the objectives set by the Pontevedra City Council in terms of sports activities. The importance of practicing physical activity and sports is known to all, but even more so in the times we are living in, as a consequence of the pandemic caused by COVID 19, which has a direct impact on the economy and the living habits of society. The new Law 39/2022, of December 30, on Sports, in its article 2, declares the practice of sport as an essential activity and a right of all citizens, which is why it needs special attention and protection by the public powers. Thus, the collaborative effort with non-profit entities that carry out their activity in federated sports is even more necessary, if possible. In accordance with the objectives of solidarity, improvement of the quality of life, promotion and development of physical culture in the municipality and to facilitate the participation of citizens in official sports competitions of the existing sports modalities, the Pontevedra City Council, through the Sports Service, may grant subsidies, upon request and in accordance with the criteria of publicity, attendance and objectivity in the concession, provided that there is sufficient budget allocation. SECOND.- BENEFICIARIES The following may apply for the subsidies regulated in this call: private sports associations and entities, validly constituted, non-profit, and adapted to the provisions of Law 3/2012, of April 2, on sports in Galicia, that have their registered office in the Pontevedra City Council, that participate in official sports competitions (official being understood as the sports competitions organized by the federative entities responsible for the themselves) and are duly registered in the Municipal Registry of Associations and in the Registry of Sports Entities of the Xunta de Galicia. THIRD.- REGULATORY BASES General Ordinance of subsidies of the Pontevedra City Council approved by the Municipal Plenary on September 17, 2004, and published in the BOP of Pontevedra no. 190 on September 20, 2004. FOURTH.- BUDGET CREDIT, AMOUNT AND LIMITS OF THE SUBSIDY: For the financing of these subsidies, a maximum total amount of €300,000.00 is allocated, which will be allocated to the budget application 05.341.0-489.01 of the budget for the year 2023. In addition to the maximum total amount indicated, subsidies may be granted for an additional amount, without the need for a new call, provided that the credits to which they are attributable are not available at the time of the call but whose availability is anticipated at any time prior to the granting resolution due to an increase derived from any of the causes contemplated in article 58.2 of the regulations of the General Law of Subsidies (Royal Decree 887/2006, of July 21), the effectiveness of the The additional amount is conditional on the declaration of availability of the credit as a consequence of the circumstances provided for in article 58 of the regulations and, where appropriate, prior approval of the appropriate budget modification, at a time prior to the resolution of the granting of the subsidy. The subsidy may not exceed 50% of the sports entity's budget for participating in official sports competitions, including in the calculation all subsidies received by the beneficiary for the same purpose. In no case may the amount of the subsidy be of such an amount that, alone or in conjunction with subsidies or aid from other public administrations or other public or private entities, it exceeds the total cost of the activity to be carried out by the beneficiary.
