Official description of the call
1. Regulatory Bases These subsidies will be governed by the provisions of this call; in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies are contained in the Ordinance for the granting of subsidies for scholarships for attendance at nursery schools, approved on 11/26/2020, and published in the B.O.P of 03/29/2021 no. 59 The procedure for granting these subsidies will be on a competitive basis, by comparing the applications submitted, in order to establish a priority among them in accordance with the evaluation criteria established in this call, awarding, with the limit set in the following point, those that have obtained the highest evaluation in application of the aforementioned criteria. 2. Budget Credits The budget credits to which the subsidy is attributed will be the responsibility of budget item 23100-22799 and the maximum total amount of the subsidies called is 15,000.00 euros. Exceptionally, the call may establish, in addition to the maximum total amount within the available credits, an additional amount whose application to the granting of subsidies will not require a new call. The setting and use of this additional amount will be subject to the rules of article 58 of the Regulation of Law 38/2003, of November 17, General Subsidies, approved by Royal Decree 887/2006, of July 21. 3. Object, Conditions and Purpose of the Grant of the Subsidy The purpose of the subsidy is to financially support local families for access to nursery schools in the area, promoting the reconciliation of family, work and personal life, specifically attendance at nursery schools. In turn, one of the measures contemplated in the Area of Conciliation and Co-responsibility of the II Municipal Equality Plan of the Ayora City Council will be implemented, approved in a plenary session held on July 28, 2022. The granting of scholarships for nursery schools by the Ayora City Council may be regulated, under a competitive competition regime, aimed at minors residing and registered in the municipality of Ayora, who during the school year will be enrolled in the municipality's nursery schools, aged between 0 and 3 years and that at least one of the fathers, mothers, partner of one of them or guardians are registered in Ayora. Both the location of the nursery schools where the boys and girls are enrolled and the address where the applicants reside will be the municipality of Ayora. The amount of the subsidy may not exceed the total cost of the nursery school place, with a maximum of 50 euros/month. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 4. Requirements to Apply for the Subsidy and How to Accredit Them Requirements to apply for the subsidy: - Be registered in Ayora for at least six months prior to the date of the scholarship application, referring to at least one of the parents, partner of one of them, if applicable, or guardians. - That the minor(s) are between 0 and 2 years of age. - Be enrolled in the children's nursery school for the school year corresponding to the call and prove that they attend the center regularly. - Live with the dependent minor(s) for whom the scholarship is requested. - Have made correct use of this scholarship the year prior to the one requested, if obtained. - Be up to date with compliance with tax and security obligations
