CALL FOR CHRISTMAS CAMPAIGN: “THE CHRISTMAS SCRATCHERS RETURN TO FUENTE ÁLAMO” The Fuente Álamo City Council of Murcia has among its main priorities and powers, energizing and promoting local commerce as a fundamental engine of the local economy. For this reason, from the Department of Commerce with the collaboration of the Autonomous Community of the Region of Murcia, the Christmas campaign “Christmas scratchers return to Fuente Álamo” is organized. This campaign's main objective is to boost consumption in the businesses of our municipality, through vouchers, collaborating both in the family spending of citizens and by promoting local consumption and promoting commercial activity. This campaign is aimed at commercial establishments in the municipality of Fuente Álamo de Murcia, whose concession will be carried out on a competitive basis in accordance with the provisions of these rules. 1.- Object and purpose. The bases are intended to promote a campaign to support local commerce and promote consumption in those establishments located in the municipality of Fuente Álamo de Murcia that meet the requirements established in this call. Objectives: - Promote purchases in small businesses in the Municipality of Fuente Álamo de Murcia. - Encourage establishments to sell the variety of existing commerce in Fuente Álamo de Murcia. - Motivate the Fuentealameros and their visitors so that, during these dates, they make their purchases in the municipality. The procedure for granting these subsidies will be on a competitive basis, subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. The subsidies will be compatible with other aid from different Administrations that have the same purpose, taking into account that the amount of the subsidy in no case may be of such an amount that, alone or in conjunction with other subsidies, aid, income or resources, exceeds the cost of the subsidized expense, in accordance with the provisions of sections 2 and 3 of article 19 of Law 38/2003, of November 17. 2.- Applicable legislation. These subsidies will be governed by the provisions of this call; in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; in the General Ordinance regulating the Subsidies to be granted by the City Council of Fuente Álamo de Murcia (BORM, No. 86 of 04/16/2013), and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. 3.- Beneficiaries. 3.1.- Participants. All residents and visitors of the municipality of Fuente Álamo, over 18 years of age, who make purchases in businesses participating in the campaign, will be able to participate free of charge and voluntarily. 3.2. Shops. Both natural or legal persons, and communities of property or other economic entities without legal personality that carry out any commercial or business activity in the municipality of Fuente Álamo de Murcia, and that meet the following requirements may join this initiative: a) Meet the general requirements established in art. 6 of the Subsidies Ordinance. b) That the establishment, installation or premises affected by the economic activity is located in the municipality of Fuente Álamo de Murcia. c) Not incur any of the grounds for exclusion established in art. 8 of the Subsidies Ordinance. d) Be up to date in compliance with your obligations with Social Security, with the Tax Agency and with the Fuente Álamo de Murcia City Council. e) They will not be able to obtain the status of beneficiaries in those who meet any of the circumstances provided for in article 13.2 of Law 38/2003, of November 17, General of Subsidies. f) Be in possession of the corresponding opening license, or have presented it to the City Council.
