The object of these rules is the regulation of the granting of subsidies aimed at promoting the Provincial Social Thermalism of Ourense in the spa facilities of the province of Ourense, through non-competitive competition, through the procedure provided for in article 19.2 of Law 9/2007, of June 13, on Subsidies of Galicia, and in article 8 of the General Ordinance of Subsidies of the Provincial Council of Ourense (BOP no. 260, dated November 12, 2015). The granting of aid referred to in this call will be carried out continuously, until the planned budget is exhausted, according to the order in which applications are received and under the principles of publicity, transparency, objectivity, equality and non-discrimination. List of subsidized stay and treatment programs. Periods for carrying out the stays. Through the procedure regulated in these bases, the Provincial Council of Ourense will grant subsidies for the following programs: 1. Healthy Thermalism Program: this program covers two modalities: a. A. Azul, spa stays, (with or without train transportation service) b. B. Therapeutic treatments without stay. With the content described in the corresponding section. 2.Thermal Culture Program. It involves spa stays during a weekend with arrival on Saturday and departure on Sunday. Thermal Respite Program. This Program implies access to collective thermal stays that will have a minimum duration of 2 days (1 night), and a maximum of 16 days (15 nights), and will include stays of the participating people in the spa establishments of the province of Ourense on a full board basis, possibility of medical consultation and emotional improvement program. Each shift that the spas want to establish in this modality of the program will require prior authorization from the Wellness Area, which will decide on the days of duration. Thermal Program against Unwanted Loneliness and other social situations. This Program implies access to a collective thermal therapy that will be defined by the establishment that develops it. It will be aimed at groups of a maximum of 20 people, with a minimum duration of 6 months and a maximum of 9 months depending on what each establishment proposes. To access this program, the following routes will be established: A. Agreement with local municipal entities or non-profit entities. City councils/associations or non-profit entities may request access to one of the Programs proposed by each participating establishment. The selection of the people participating in each program will be carried out by the municipal social services or by the technicians of the non-profit entity and under the criteria they have to identify situations of “unwanted loneliness” or the corresponding social situation. B. Provincial Telecare. - Users who meet the parameters of “situation of unwanted loneliness” or the corresponding social situation of this service of the Provincial Council of Ourense, will be able to access these Programs, of which they will be informed by telephone and, if they are of interest, they will have a “telephone assistant” who will manage their participation. C. Wellness Area. - People interested in participating in the Unwanted Loneliness program and who cannot access it through their local entity of residence, the Provincial Home Telecare service or the corresponding social entity may request their inclusion in an Unwanted Loneliness Program directly in the Welfare Area. The Welfare Area may propose the inclusion of people who request it in any of the Unwanted Loneliness programs of a local entity or of provincial home telecare when there are vacant places and they meet the access requirements, with the exception of municipality of residence or being a user of provincial home telecare. 5. Inclusive Thermalism Program. This Program implies access to a collective and personalized thermal therapy that will be defined by the establishment that develops it under health criteria.
