First. Regulation. Royal Decree 42/2022, of January 18, which regulates the Young Rental Bonus and the State Plan for access to housing 2022-2025. The legal regime, specific applicable regulations, requirements and obligations of the beneficiaries and ultimate recipients and the granting procedure will be that established in Royal Decree 42/2022, of January 18, in accordance with the provisions of Law 38/2003, of November 17, and in its implementing regulations, approved by Royal Decree 887/2026, of July 21, as well as that established in the regional regulations and in the resolution of call for aid. Second. Object. Call for the aid regulated in Title I of Royal Decree 42/2022, of January 18, which regulates the Youth Rental Bonus and the State Plan for access to housing 2022-2025, in the Autonomous Community of La Rioja. The purpose of the Young Rental Bonus aid is to facilitate the enjoyment of a home or room under a rental or transfer of use regime to young people with limited financial means, by granting direct aid to tenants or transferees, in order to contribute to the payment of the rental rent or transfer price of their usual home or room, facilitating both access and, where appropriate, maintenance in the home or room. The subject of the Youth Rental Bonus subsidy will be the rental income or the price of the transfer that young people have to pay to enjoy their habitual home or room. Third. Beneficiaries. Natural persons of legal age who meet each and every one of the following requirements, provided for in article 6, of Royal Decree 42/2022, of January 18, may be beneficiaries of the Youth Rental Bonus aid: a) Be a natural person and be up to thirty-five years old, including the age of thirty-five years, at the time of requesting the aid. b) Possess Spanish nationality, or that of any of the Member States of the European Union or the European Economic Area, Switzerland, or the relationship determined by the regulations that are published. In the case of non-EU foreigners, they must be in a situation of regular stay or residence in Spain. c) Be the owner or be able to sign, as a tenant, a housing lease contract formalized in the terms of Law 29/1994, of November 24, on Urban Leases or, as an assignee, a contract for the transfer of use. In the case of non-requirable room rental, the formalization must be in accordance with the terms of Law 29/1994. The contract must have a minimum initial duration of one year. Seasonal housing rental contracts are not considered eligible contracts, nor are housing or room rental contracts whose purpose is not habitual and permanent housing. d) Have at least one regular source of income, in the terms of article 6.1 letter d) of Royal Decree 42/2022, of January 18, that provides annual income, including those of people who have their habitual and permanent residence in the rented or transferred home or to be rented or transferred, whether or not they appear as holders of the lease or transfer contract, equal to or less than 3 times the Multiple Effect Public Income Indicator (IPREM). In the case of renting a room, the income of people who have their habitual and permanent residence in the home will not be included, only those of the individual tenant will be considered. For the purposes of applying the provisions of article 6.1 letter d) of Royal Decree 42/2022, of January 18, the following is understood by working life: the contribution of 90 days in the 6 months prior to the date of application.
